Senator Marshall Praises Trump Admin Action to Get Critical Assistance to Farmers & Ranchers in the Midst of Schumer Shutdown

Washington – On Wednesday, U.S. Senator Roger Marshall, M.D. (R-Kansas), issued a statement praising US Department of Agriculture (USDA) Secretary Brooke Rollins and the Trump administration for resuming Farm Service Agency (FSA) core operations, including critical services for farm loan processing, Agriculture Risk Coverage (ARC) & Price Loss Coverage (PLC) payments, and other programs, despite the Schumer Shutdown entering its 22nd day. These vital programs provide over $3 billion in assistance for farmers who count on this support in their business planning decisions.

“Our farmers and ranchers are often at the mercy of things they can’t control, from the weather to Washington politics, but they can rest easier knowing that President Trump and Secretary Rollins are acting swiftly to stabilize USDA operations,” said Senator Marshall. “That leadership gives producers the certainty they need to make critical business decisions and investments for the next growing season. While Chuck Schumer and the Democrats might believe that every day is getting better for their radical base, our producers are feeling the pain. I’m grateful to Secretary Rollins and President Trump for standing up for Kansas farmers and ranchers when they need it most.” 

The Commodity Credit Corp. (CCC) was created in 1933 to stabilize farm incomes and permits the borrowing of billions of dollars from the Treasury to finance its activities. Select CCC programs will resume operations, including:

  • Agriculture Risk Coverage (ARC)/ Price Loss Coverage (PLC) 
  • Marketing Assistance Loans (MAL) 
  • Livestock Forage Disaster Program (LFP) 
  • Livestock Indemnity Program (LIP) 
  • Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program (ELAP) 
  • Tree Assistance Program (TAP) 
  • Conservation Reserve Program (CRP) 
  • Price Support Loans (sugar) 
  • Non-insured Disaster Assistance Program (NAP) 
  • Dairy Margin Coverage (DMC) 

Programs that will remain as intake only include:

  • Direct and Guaranteed Farm Loans 
  • Emergency Livestock Revenue Program (ELRP) – Wildfire and Flooding  
  • Supplemental Disaster Relief Program (SDRP) Phase 1 
  • Emergency Conservation Program (ECP) 
  • Emergency Forest Restoration Program (EFRP)
