Senator Marshall Leads Effort to End “Ghost Enrollees” & Restore Integrity to the ACA
Washington – On Thursday, U.S. Senator Roger Marshall, M.D. (R-Kansas), introduced the ACA Marketplace Integrity Act, legislation to crack down on fraud and restore accountability in the Affordable Care Act marketplace. The bill requires mandatory ID verification for enrollment, establishes a monthly minimum payment to ensure only real, active enrollees are counted, and codifies the Trump Administration’s 2025 Marketplace Integrity and Affordability Final Rule — strengthening eligibility checks, reducing improper enrollments, stabilizing the risk pool, and lowering costs.
The legislation follows a recent Government Accountability Office (GAO) report that documented widespread fraud in the ACA marketplace – including fake identities, “ghost enrollees,” and improper subsidy payments – and estimated that billions of taxpayer dollars could be wasted if reforms aren’t enacted.
“The GAO confirmed what we have known for years: the ACA marketplace is riddled with fraud, fake enrollees, and billions in wasted taxpayer dollars going straight to major insurance companies. My bill, the ACA Marketplace Integrity Act, slams the door on these scams,” said Senator Marshall. “If you want subsidized coverage, you verify your identity, and you make a real monthly payment – no more ghost enrollees, no more freebies, and no more fraud driving up premiums for hardworking families.”
